[scribus-dev] Windows - Replacing Shipped Python Interpreter

Written at two different times, yes, there is a parallelism problem that
should be corrected.  The better wording is to refer to "Scribus' build" as
that is more specific to what you have in hand versus the Scribus which can
refer to many things, a build or the project.
