[scribus-dev] getting people to leave the -ng path

on debian, the -dev packages are the ones with the headers...
but the idea is good:
- let's keep the -ng suffix for the versions being stabilized (so -ng
will have 1.4 until 1.5.9 will be ready to be stabilized)
- let's find a new suffix for the development branch... or give up the
idea of having a development branch and let people use the ppa if they
want the development branch... (does it work with debian, too? how can
we manage the dependencies which are not meant by stable or testing?)
that way we won't have people upgrading before we want them to do so...
just an idea...
